We [EuroCham] have just received confirmation of the newly issued Directive 450 updating the procedures for foreigners, overseas and their relatives returning to Vietnam.

Having regard to the report of the Ministry of Public Security and the Ministry of Foreign Affairs (Documents n° 1792/BC-BCA of December 27, 2021, n° 170/BNG-LS of January 18, 2022) on the establishment of regulations for foreigners, Deputy Prime Minister Pham Binh Minh said the following:
Agree to the policy of facilitating entry procedures for foreigners, for overseas Vietnamese and their relatives returning home.
Concerning foreigners returning to Vietnam:
Foreigners invited and guaranteed by agencies, organizations, and individuals in accordance with the Law on Entry, Exit, Transit and Stay of Foreigners in Vietnam; concerning foreigners entering for tourism: In the immediate future, continue the implementation of the pilot program for the reception of international tourists.
Regarding jurisdiction and entry clearance procedures:
For foreigners, overseas Vietnamese and their relatives with valid entry documents (permanent residence card, temporary residence card, visa, valid visa exemption certificate) are allowed to enter Vietnam in accordance with provisions of the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam and Government Decree No. 82/2015 / ND-CP of September 24, 2015, without having to go through the inspection procedures of the personal, granting visa/visa exemption certificate, no need to seek approval of entry policy from ministry, branch or locality.
For foreigners who do not have a visa: provincial people's committees continue to consider and approve the creation of favorable conditions for entry cases to work, attend conferences, seminars, study and humanitarian actions in the region; Ministries, branches, and agencies under the central government proactively decide on the invitation, reception and management responsibility of foreigners working with their agencies.
The Ministry of Public Security will review the newly added entry ban cases and notify the Ministry of Foreign Affairs to advise the Vietnamese representative missions abroad:
To form [procedures] to cancel entry documents to Vietnam that has been granted
To coordinate with the Ministry of Foreign Affairs and relevant agencies to issue instructions on immigration procedures for nationwide uniform implementation, in accordance with the Entry, Exit, Transit, and residency of foreigners in Vietnam, ensuring compliance with Vietnam medical requirements and guidelines.
